  1. Usage: ON [#|+|-|^|&|@]PUBLIC_NOTICE [-|^]<parameters> [action]
  2.   This is activated whenever you receive a NOTICE to your channel
  3.   from someone not on that channel.
  4.   The parameters for the action are as follows:
  5.     $0    nickname of person who sent the NOTICE
  6.     $1    the channel to which the NOTICE was sent
  7.     $2-   the message
